The ashtray was apparently made on a special commission to serve as a souvenir or else to decorate the Soviet Communications Ministry interiors.

The Soviet Communications Ministry was founded in 1946 to replace the abolished People’s Commissariat for Communications and existed until January 20, 1992, when it was replaced with the Communications Ministry of the Russian Federation.
